Westley Raborn, DO
Dr Raborn earned his medical degree at Kirksville College of Osteopathic Medicine in Kirksville, Missouri. He has practiced family medicine in Mesquite for 15 years. He sees patients 2 years and older. He is a member of the clinical faculty at Dallas Regional Medical Center and is a member of the American Osteopathic Association.
Dr. Raborn is married and has three children and six grandchildren with another on the way. He enjoys RV camping when not in the office.
Urooj Shibli, MD
Dr. Urooj Shibli attended medical school at Ziauddin Medical University and completed her residency training at the Western Pennsylvania Hospital. She is board certified in Family Medicine and is a member of the clinical faculty at Dallas Regional Medical Center.
Dr. Urooj Shibli moved to the area from Knoxville, Tn. She received the Gold Medalist award on Medical School Graduation and the “committed to patient care award” three times in residency for going above and beyond in patient care. She was also given the “best geriatric resident award” for excellence in geriatric medicine and diligence in coverage of the geriatric service. She sees all age groups from birth through geriatric with a special interest in women's health. She is currently accepting new patients.
Dr. Urooj Shibli is married to Dr. Adeel Shibli who specialize in pulmonary and critical care and has three children. She likes to spend her down time in outdoor activities with her family.
Billy De Los Santos, MD
Dr. Billy De Los Santos attended medical school at Ross University School of Medicine and Albert Einstein College of Medicine in Bronx, New York. He completed his residency training at Albert Einstein College of Medicine – Jacobi Medical Center in Bronx, New York and is Board Certified in Internal Medicine. Dr De Los Santos also has a Master’s Degree in Epidemiology/Public Health from the State University of New York at Buffalo and has consulted for the New York City Department of Health. He is a member of the clinical faculty at Dallas Regional Medical Center.
Dr. De Los Santos was born and raised in New York City and moved to Dallas with his wife and two children. His parents are from the Caribbean and South America, and he is fluent in Spanish. Dr. De Los Santos enjoys working out, Tae Kwon Do, and spending time with his two boys. Dr. De Los Santos is accepting new adult patients (Spanish speaking).
Paul J. Smelter, MD
Dr. Paul Smelter attended medical school at Northwestern University. He completed his residency training at Methodist Hospital in Indianapolis, Indiana and is Board Certified in Family Medicine. Dr. Smelter had a solo practice in Springfield, Illinois for 25+ years, then a group practice for 8 years before moving to Dallas. Dr. Smelter also attained the rank of Major in the US Air Force.
Dr. Smelter was born and raised in Chicago, Illinois. He is married with one daughter and soon to be a first grandchild. His hobbies include bicycling, model trains, Bible study, flight sims, gardening, and keeping his wife happy.
Janet Strait, FNP
Janet Strait, FNP, has been providing excellent care as a Family Nurse Practitioner since 1996. She has a Master’s Degree of Science from Texas Women’s University followed by post graduate education at the University of Texas at Arlington.
As a Family Practice Nurse Practitioner, Janet provides care to patients across the life span, from infancy to the elderly. She embraces the role of Family Nurse Practitioner by helping patients manage acute and chronic illnesses, doing physical exams, ordering diagnostic tests and procedures as well as writing prescriptions for medications. In addition to providing information about complex medical procedures, Janet often recommends practical measures to patients which will assist them in promoting good health.
Born and raised in Texas, Janet is a longstanding resident of Dallas County. She enjoys participating in community events such as public speaking, health promotion activities and working with the public school system.
